A leak, a flooded floor, or a drain backing up in Jasper
Most plumbing emergencies in Jasper start in an ordinary way: water spreading across a basement floor, a ceiling stain that keeps growing, a toilet that runs all night, a frozen line that splits on a cold morning, or a drain that pushes wastewater back into a tub. The first hour decides how much damage you end up with, and almost everything that matters in that hour costs nothing. Stop the water at your own valve, keep people away from wet electrical equipment, take photos, and then work out who is responsible for the part that failed.
That last step is where Pickens County is different from a big-city water system. Homes here are served by two separate public water providers, the City of Jasper and the Pickens County Water & Sewer Authority, and many rural homes are on private wells and septic systems instead. Each provider publishes its own rates, its own after-hours number and its own rules. This guide uses those public documents directly, so you can see the source behind every number. Start with the first-hour checklist for a Jasper plumbing emergency if water is moving right now.
This site does not quote plumber labor prices. No government office publishes what plumbers charge in Pickens County, and we do not invent those figures. What we can show you is what the utilities charge for the water a leak wastes, what the permit offices charge, and which rules apply to the repair.
Which water system serves your address
Your water bill tells you which system you are on. City of Jasper customers pay City Hall at 200 Burnt Mountain Road, and the city's rate schedule has separate columns for customers inside and outside the city limits, so a Jasper water account does not always mean the house is inside the city. Pickens County Water & Sewer Authority customers are billed from 1266 East Church Street, Suite 117, and the authority's rate sheet lists its own meter sizes and tiers.
The difference matters in an emergency because each system has its own after-hours line and its own idea of where its responsibility stops. The Pickens County rate sheet states plainly that the water authority is not responsible for water loss on the customer's side of the meter. In practice that means a broken pipe between the meter and the house, or anything inside the house, is the owner's repair, and the water that escaped is still billed. The numbers in the table below belong to those public offices, not to this site.
If your home is on a private well, neither utility is involved in a leak inside the house. The repair is still plumbing work that may need a permit, which is covered in the Jasper and Pickens County plumbing permit guide.

What a leak can add to a Jasper water bill
Both public systems bill by the gallon, and both charge more per gallon as monthly use climbs. On a City of Jasper account the sewer charge follows the same tiers as water, so a leak that runs through the meter is effectively billed twice if the home is on city sewer. Water that disappears into a crawl space or runs down a hillside is metered exactly like water you used on purpose.
The Jasper water leak cost calculator applies the published tiers to the number of gallons you enter, for city customers inside or outside the limits and for county customers. It shows utility charges only. If your bill has already jumped, read why a Jasper water bill spikes and how to trace it and, for county accounts, how the Pickens County leak adjustment policy works.

An emergency does not cancel the permit rules. The City of Jasper's building ordinance, Article IV, says anyone who wants to install, alter, repair or replace a plumbing system regulated by the technical codes must first apply to the building official and obtain a permit, and it allows ordinary minor repairs without a permit only with the building official's approval. Since January 1, 2026 the city applies the 2024 International Plumbing Code with Georgia amendments.
Outside the city, Pickens County Planning & Development issues building permits and runs inspections from 1266 East Church Street, Suite 136. Its page says all building permits must be applied for in person, and plumbing and HVAC affidavits must arrive with copies of the contractor's driver's license, business license and state license every time. The fees on each side are summarized in Jasper and Pickens County plumbing permit fees.
Two local rules worth knowing before you call anyone
First, the City of Jasper has suspended new water and sewer connections. Resolution 2026-01, passed March 2, 2026, extended the temporary suspension to September 8, 2027, and the city says new applications are received but not reviewed until the suspension ends. Repairs to an existing service are a different matter from a new tap, but if your emergency involves adding a meter or a new sewer connection, read the Jasper connection suspension explained first.
Second, the city changed its disconnection and reconnection rules under Ordinance 2025-17. Service is only reconnected Monday through Friday between 8:00 a.m. and 3:00 p.m., excluding holidays, with no after-hours or weekend reconnections. That affects anyone whose water was shut off for nonpayment while a leak was running. The details, and the county's own schedule, are in Jasper and Pickens County shutoff and reconnection rules.
Whoever you hire, check the license. Georgia's Division of Master and Journeyman Plumbers licenses Class I Master Plumbers, whose work is limited to single-family homes, one-level two-family dwellings and small commercial buildings, and Class II Master Plumbers, who are unrestricted. How to check a Georgia plumber's license walks through the lookup.
How the Free Quote Request works
The form on this page asks four things: what is wrong, the property ZIP code, your name and a phone number. It is passed to an independent local plumber who serves Pickens County, who may contact you about the job. Sending it is free and does not commit you to hiring anyone. If water is pouring from the street side of a meter, or a main is broken in the road, call the utility first using the numbers above; that is their repair, not a private plumber's.
