Your plumbing plan needs a new city tap, and the city is not issuing them
If you are planning work that needs a new City of Jasper water meter or a new sewer connection, the most important fact is not a price. Since September 2024 the city has suspended new water and sewer connections to its distribution and collection systems, and in March 2026 it extended that suspension to September 8, 2027. For a homeowner whose septic system has failed, whose well has gone dry, or who wants to add a second dwelling, that suspension can change the whole plan.
This page summarizes what the city has published: the three resolutions, the reasons given, how applications are handled, and the related notice from the Building Department. It also explains the line between a new connection, which is on hold, and repairs to the plumbing on an existing account, which are a separate question. Everything here is from the city's news posts and department pages linked below.
Three resolutions, each extending the last
The City Council passed Resolution 2024-16 at its September 9, 2024 meeting, suspending new connections on a temporary basis for a maximum period ending September 8, 2025. The city said the pause would allow some of the most critically prioritized rehabilitation and improvement work to be done through recently funded GEFA utility projects, and time to secure additional raw water sources, as part of its utilities and development master planning with Goodwyn, Mills & Cawood.
On April 7, 2025, Resolution 2025-06 extended the suspension through September 8, 2026. The city said a March 2025 capacity evaluation by GMC indicated that, accounting for previously approved developments, the city faces a capacity deficit and has approached the maximum limits allowed under its current permits. On March 2, 2026, Resolution 2026-01 extended the suspension a further 365 days to September 8, 2027, citing a continued lack of operational capacity and current permit limits in the water and sewer systems.

How applications are handled during the suspension
The city's March 2026 update says staff will still receive new applications, but they will not be reviewed or considered until the suspension is terminated, at which point they will be processed in the order they were received. The original 2024 announcement noted that a few projects with acknowledged capacity requests and commitments could continue to be allowed connections on a case-by-case basis.
The Building Department page carries a related notice: because of the ongoing suspension, Planning and Development will not accept any new site plan review applications, and those applications will resume once the suspension is lifted. The city's Public Notices page also shows the suspension notice at the top of the page as of October 2026.
During this period the city has said it will keep pursuing additional water sources through partnerships with neighboring communities, new groundwater sources and other options, and evaluate the rate structures needed to fund future capital improvements.

The resolutions suspend new connections. They do not say anything about repairing plumbing on a property that already has city water and sewer service. A burst pipe inside the house, a leak in the private service line between the meter and the foundation, a water heater replacement or a blocked building sewer on an existing connection are repairs to the owner's side of an existing service. Those still need the usual permits from the city's Building Department; see the Jasper plumbing permit guide.
Where the line can blur is work that changes the connection itself: a new meter, a larger meter, an additional meter for a second unit, or a sewer tap to replace a septic system. Ask City Hall at 706-692-9100 before contracting for work like that, because the published tap pricing is not available to new applicants while the suspension lasts.
What the published connection fees would be
For context, the city's Water Sewer Meter Tap Pricing sheet lists a single-family sewer tap inside the city at $1,200.00 and a residential cost of construction aid of $3,500 per unit, alongside meter prices. The tap and meter fee page reproduces the residential lines. Whether those figures will change when connections reopen is not stated; the March 2026 update says the city is evaluating rate structures needed to fund capital improvements.
Properties outside the City of Jasper's service area may be served by the Pickens County Water & Sewer Authority instead, which publishes its own meter fees and has not announced a comparable suspension on its water page. The county water service guide covers how to open an account there.
Options while you wait
If a failed septic system or a dry well is the emergency, the immediate fix usually has to stay on site: a septic repair through the health department's process, or a well repair or replacement. A licensed plumber can tell you what is possible on your lot. The Free Quote Request on this page sends your details to an independent plumber who works in Pickens County. For septic backups specifically, see the sewer backup and septic guide.
