Plumbing Permits in Jasper, GA and Pickens County

Which office issues the permit, what the codes require, how inspections work and what happens when work starts without a permit.

Government rates and fees, not plumber prices.

The repair is urgent, but does it need a permit?

When a water heater fails or a pipe bursts, the permit is the last thing on anyone's mind. It still matters. A permit is how the city or county confirms that new plumbing meets the code, and work done without one can mean doubled fees, a failed home sale inspection or an insurance dispute later. In Pickens County, the first question is which office issues the permit, and that depends on whether the property is inside the City of Jasper's limits.

Inside the city, the City of Jasper Building Department handles permits under Article IV of the city code. Outside the city, Pickens County Planning & Development issues residential and commercial building permits and enforces building codes for unincorporated areas. Your mailing address may say Jasper either way, so check the tax record or ask the office if you are unsure.

City of Jasper: what Article IV requires

Article IV says any owner, authorized agent or contractor who wants to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system regulated by the technical codes must first apply to the building official and obtain the required permit. Section 18-83 allows ordinary minor repairs to be made without a permit, but only with the approval of the building official and only if the repairs do not violate the technical codes.

As of January 1, 2026, the city automatically adopts new editions of the Georgia State Minimum Standard Codes. For permits issued on or after that date, plumbing work follows the 2024 International Plumbing Code with Georgia amendments. The city's building page says building permits are valid for one year and void if work does not begin within six months, inspections must be scheduled in advance, and work covered before an approved inspection can lead to a $100 assessment and removal of backfill. Fees are covered in Jasper and Pickens County plumbing permit fees.

Pickens County: permits in person, affidavits by email

Pickens County Planning & Development is at 1266 East Church Street, Suite 136, Jasper, phone 706-253-8850. Its page says all building permits must be applied for in person. Affidavits, engineer letters and third-party inspection documents are submitted by email, and each submission must include copies of the contractor's current driver's license, business license and state license every time; affidavits submitted without all required licenses are not accepted.

The county's Plumbing / HVAC subcontractor affidavit, updated February 15, 2023, asks the plumber to state which state license is being used for the job, Master Plumber Class I (restricted) or Class II (unrestricted), along with the county business license number and state license number. The plumbing, mechanical and electrical affidavits must be on file before the rough inspection can be called in. Inspections are scheduled at 706-253-8850, and the page says not to contact the inspector directly to schedule.

Inspections you should expect

The county's building inspection line-up lists the points where plumbing is checked on new work. The plumbing in-slab inspection requires a 4-inch pipe exiting the slab and a water test or air test. The rough inspection comes after framing and all rough-in electrical, mechanical and plumbing are complete. The final inspection happens when the structure is ready for occupancy, and a Certificate of Occupancy is not issued until required documents are on file and the final is passed. The City of Jasper's inspection policy describes the same sequence, including the in-slab test at the cleanout between the house and septic tank.

Smaller repair permits, such as a water heater replacement, typically involve a single final inspection. Ask the office which inspections apply to your job when you apply.

Practical steps for an emergency repair

Stop the damage first: shut off the water and make the area safe. Then call the permit office for the jurisdiction and describe the repair, asking whether a permit is required and whether the work can begin before the permit is issued. Ask the plumber to confirm who will pull the permit and schedule inspections. Leave any repaired piping exposed until it is inspected if the office requires it, and post the permit card where the office says. Keep the permit, inspection result and invoice with your house records; they are useful when you sell, refinance or file an insurance claim. If the office's answer is unclear, ask for it by email so you have it in writing.

When work starts without a permit

Both offices penalize unpermitted work. The City of Jasper's fee table charges 200% of the calculated fee when work starts without a permit. Pickens County's Planning and Development fee schedule lists a no-permit penalty of double permit fees. A legitimate plumber pulls the permit in their own name, which is one reason the county's affidavit asks for the state license number.

Before hiring anyone, check that license through the state; the Georgia plumber license check shows how. For water heaters specifically, see the Jasper water heater replacement guide.
